Replay evaluations onto a new metric revision

Re-runs historical evaluations that used any metric in metricGroupId against the new metric revision newMetricId, scoped to the given products. Idempotent: any (sessionId, inferenceResultId) pair that already has an evaluation on newMetricId is skipped.
